[1] Take a new file of 400 pixels, 400 pixels, of resolution 72 dpi in the RGB mode.

cntl+click the shape to get selection after that create the following shadding with the help of Burn Tool, do not “D” select.
[5] Take the Rectangular Marquee Tool use these settings.
[6] Now create a shape like this.
[7] After that take the “Dodge Tool” 
now hightlight the some area like this.
[8] Go to Filter>Artistic>Paint Daubs aplly teh following settings.
[9] Now add the following layer styles.
[10] Duplicate that layer press cntl+t and select Flip Vertical.
[11] Now duplicate a few times and rotate each layer like me.
[12] Create a shape with the help of Ellipse Tool.
[13] Add the following layer styles.
[14] Create another circle with Ellipse Tool.
[15] For this shape add the following layer styles.
[16] Applying the layer styles you get something like this.
