[1] Take a new file of 400 pixels, 400 pixels, of resolution 72 dpi in the RGB mode.
[2] Select the Elliptical Marquee Tool and create a circle. Now fill that layer with black.
[3] Double click the layer to open layer style window. Apply settings as shown.
[4] Take the Elliptical Marquee Tool use these settings.
[5] Ctrl+Click on circle layer to get selection, after that create a shape like me.
[6] Set the foreground color 
Choose Brush Tool to and set properties like this.
[7] Create a new layer, now create the following shadding with your brush tool.
[8] Ctrl+Click on circle layer to get selection, after that create a shape like me.
[9] Set the foreground color 
go to Select>Modify>Feather, radius 15px.
[10] Create a new layer, fill that selection.
[11] Download a following logo and open it photoshop.
[12] Add the following layer styles.
[13] Set the foreground color 
Ctrl+Click on circle layer to get selection, after that create a shape like me.
[14] Go to Select>Modify>Feather, radius 10px, make a new layer fill that layer.
[15] Ctrl+Click on circle layer to get selection, after that create a shape like me.
[16] Go to Select>Modify>Feather, radius 20px, make a new layer fill that layer.
[17] Change the Blending Mode “Dissolve” and set the Opcity 2%.
[18] Create the following selection with Elliptical Marquee Tool, Go to Select>Modify>Feather radius 15px.
[19] Set the foreground color 
make a new layer fill that selction.
[20] Create the following selection with Elliptical Marquee Tool, Go to Select>Modify>Feather radius 6px.
[21] Make a new layer fill that layer with white.
[22] Here is your final result.
